History of Gambling In South Africa

South Africa’s history with legalized gambling is short. In 1673, the first law to ban gambling was introduced. Fast-forward to 1965, and the old law gained new features. The South African Gambling Act said that betting on any games was illegal. The law didn’t make everyone happy. There were leaders in particular areas that wanted to have gaming locations, so four leaders, Venda, Ciskei, Bantustan, and Bophuthatswana territory leaders finally created a casino contract. Another big jump occurred in 1983, where Southern Sun Hotel named for Sol Kerzner underwent a sale and it became Sun International, now one of the bigger casino operators in the world. Kerzner and Sun International expanded in the early 1990s.

The casinos went to work to gain 18 homeland gaming licenses. Sun International, holding the licenses, went to work in securing locations for the cash games and would not budge until profits were discussed in terms of percentage to make money off of the licenses being held by the company. At the time Sun International had a monopoly in South Africa. The brick and mortar company was making money.

But, you might ask how South Africa casinos faired against the 1965 law? The fact is that the 70s casinos were considered illegal by the government, and by 1995, 2000 illegal casinos were operating. The 1994 new democratic government finally ensured that the casinos operating would be considered legal. By 1996, the National Gambling Act was instituted for brick and mortar casinos, which is why Sun International was able to get licenses and then create corporate deals to share those licenses with other companies, such as creating hotel casino locations. At the time 40 licenses existed.

In 2004, another big decision would be made to the National Gambling Act, which was repealed and eventually the new act went into effect in 2008. It is the 2008 National Gambling Act that is most important for South African players.

The act attempted to legalized online gaming including sports betting, horse race betting, casino, poker, and bingo. The downside is that in 2010 the online gambling companies offering products from companies outside of South Africa were banned. What this means is that international companies cannot provide South African players with online gaming sites. It also means that overall gambling online is banned. But, there are exceptions based on province licenses, which allows horse racing and sports betting.
